History of Operation: New View

Operation: New View Community Action Agency was formed in 1974 when the Dubuque County Board of Supervisors designated the county as the Community Action Agency. Under Iowa Statue #28E, the City of Dubuque and counties of Jackson and Delaware also designated Operation: New View as the Community Action Agency for their representative political subdivisions. These designations were all subsequently recognized by the Office of Economic Opportunity. The Dubuque County Board of Supervisors was the recognized grantee for funds granted by the Office of Economic Opportunity un the Economic Opportunity Act of 1964, as amended and Community Service Block Grant (CSBG) until 1985. In July of 1985, the original four (4) designated political subdivisions approved a new 28E Agreement establishing Operation: New View as a public agency governed by a tripartite Board of Directors.
