NORTHEAST IOWA COMMUNITY ACTION CORPORATION (NEICAC)
NEICAC, or the “Northeast Iowa Community Action Corporation,” has stood next to its Promise of Community Action since its incorporation in July 13, 1965: Community Action changes people’s lives, embodies the spirit of hope, improves communities, and makes America a better place to live. We care about the entire community, and we are dedicated to helping people help themselves and each other.
At the time of its inception, NEICAC had served the counties of Allamakee, Howard, and Winneshiek. However, it would gradually grow to support a larger and larger population. On May 15th, 1967, the Corporation merged with the “Chickasaw, Bremer, Fayette Economic Opportunity Program Incorporated,” implementing those counties into its collection of beneficiaries. Finally, Clayton County joined the agency in January 1968 by petition of the Clayton County Board of Supervisors. Currently, NEICAC successfully serves the needs of low-income individuals and families in the seven counties of Allamakee, Bremer, Chickasaw, Clayton, Fayette, Howard and Winneshiek.
The first Executive Director of NEICAC was Neal Wiedenmann, followed by Richard E. Wagoner in August 1974. Richard Wagoner was followed by Mary Ann Humpal in June of 1989. Mary continues to lead the efforts of NEICAC today.
