No Budget Cuts to Programs Serving Low-Income Families
At this time, with our state economy in a downturn, it is important to maintain funding for programs that can help lowincome families. The temptation to cut equally across all programs causes increased hardship to families who are struggling the most. Funding for programs that serve those most at risk in our society should be held harmless, and even increased to meet the needs of Iowans.
Family Development and Self– Sufficiency Program
Fund FaDSS at the same level as 2001, $5.7 million.
Energy
Adopt language that grants the Iowa Utility Board the authority to consider the needs of low-income households when setting utility rates for energy. The Board shall study the impact to all rate payers before establishing a discount rate.
Individual Development Accounts
Maintain funding of the Individual Development Account (IDA) program through the Department of Human Rights ($150,000).
Early Childhood
Continue supporting the four state funded Early Head Start programs.
